Role Purpose:
The role holder is responsible for executing routine and ad-hoc inspections across all client sites and facilities to ensure compliance with Health, Safety, and Environmental (HSE) standards, applicable legal requirements, and codes of practice. The HSE Inspector identifies non-compliance, supports risk mitigation efforts, promotes a safe work environment, and ensures HSE procedures and documentation are properly implemented on the ground.
Key Responsibilities & Accountabilities:
Inspections & Compliance Monitoring:

Conduct scheduled and unscheduled HSE inspections at client-managed facilities.

Identify unsafe acts, unsafe conditions, and non-conformities, and report findings to the HSE team.

Verify the effective implementation of corrective actions following audits and inspections.

Monitor compliance with Permit to Work (PTW), lock-out/tag-out, and confined space entry procedures.

Ensure fire protection systems, emergency exits, and safety signage are functional and compliant with standards.
Incident Support & Investigation:

Attend incident sites and assist in collecting evidence and witness statements.

Support the HSE team in root cause analysis and in identifying corrective and preventive actions.

Participate in emergency drills and evaluate the effectiveness of response protocols.
Documentation & Reporting:

Maintain accurate and detailed inspection reports.

Assist in compiling HSE performance metrics, KPIs, and internal reports.

Ensure inspection and audit documentation is updated and maintained in accordance with internal policies (e.g., DHAM guidelines).
Stakeholder Coordination:

Coordinate with Facility Management, Fit-out teams, tenants, and contractors to ensure ongoing HSE compliance.

Provide HSE guidance during contractor mobilization and demobilization.

Support the implementation of risk control measures during hazardous or maintenance-related activities.
Training & Awareness:

Conduct toolbox talks and HSE awareness sessions for workers and contractors.

Support company-wide HSE campaigns and engagement initiatives.

Promote a proactive safety culture by recognizing safe behaviors and addressing unsafe practices.
Knowledge & Experience:
Minimum Qualifications:
-
Diploma or Bachelor's Degree in Occupational Safety, Environmental Science, or Engineering.

NEBOSH IGC, OSHA 30 Hours, or equivalent certification is mandatory.

First Aid and Fire Safety certifications are preferred.
Experience:

Minimum 2–3 years of experience in HSE site inspections and compliance monitoring.

Familiarity with ISO 45001 and ISO 14001 standards is preferred.
Technical Competencies:

Strong understanding of local HSE regulations and industry best practices.

Excellent observation, documentation, and reporting skills.

Basic knowledge of emergency response procedures and hazardous materials management.

Proficiency in Microsoft Office and mobile-based inspection/reporting tools.
